4. It is stated in your despatch No.171 of the 13th June 1902 that HongKong cadets have a prefertial claim to all these appointments, and we would venture to refer you to the Earl of Derby's despatch No.155 of the 3rd August 1883 in reply to Sir G.F.Bowen's despatch No.84 of the 23rd May 1883, which together with your despatch under reference may be regarded as defining the rights and privileges of cadets in the Civil Service of this
Colony.

Your decision was conveyed to Sir 1.Gascoigne in paragraphs 7-9 of the despatch above mentioned and is as follows:-
"I have followed the system adopted in the Eastern "Colonies, by classifying separately the appointments "for which cadets are eligible. This arrangement "proved to be exceptionally difficult in the case of "HongKong, owing to the smallness of the cadet "service and the fact that there are very few "appointments in the lower classes of the Government
